ok lets see.... dunno for other fleets but usn harbour is generally to late european times ijn is to early for american times km and uk harbour is almoast perfect tho and with kaiser at km harbour iron... we know what happened there...
every fleet attacked them and lost exept for vets that is rumours or w/e of them helping iron then at uk we got jrf.... and it seems lately the only fleets that has beaten them in a long while in ha's is iron and vets(dont know how true this statement or w/e is tho) .... but this does not mean tho that some fleets are probably preparing etc..... this is what was good with vets attacking everyone tho... much more ha's and gave the smaller fleets a chance to take harbours

Huh? Small fleet can attack anytime whenever they want yet no one is doing so. I mean seriously, the past year in Nebraska,only the big fleets are attacking each other.
Besides I don't see any problems of Smaller fleet not being able to do HA even there is 1,2 or 3 harbor open..
Only reason Small fleet dont get a chance to get harbor because
1.They are not declaring, not even trying.
Because
2. They know the chances of victory is low,even if they do got a harbor by luck, how are they gonna defend it when big fleet starts to swarm the harbour next week.

Right now, the issue is not about small fleet having chances but the issue of HA being too inactive.
HA is what keeping NF alive..
